Dialog Teams with WIPO to Support Innovation in the Developing World

Leaders in Patent Database Provider Community to broaden access to content for researchers in least developed countries

September 20, 2010 (MORRISVILLE, NC) — Recognizing the critical role played by research and innovation in fostering human welfare and development, Dialog is joining with other leaders in the patent database provider community and the World Intellectual Property Organization (WIPO) to provide access to specialized patent information for researchers, educators, and professionals in some of the world's poorest countries.

"All of us at Dialog and our parent ProQuest are proud to be part of this partnership," said Lynn Christie, Dialog's vice-president of product management. "By providing access to patent content, tools, and training to the least developed countries in the world, we hope to play a role in achieving the ASPI's goal of promoting the integration of developing countries into the global knowledge economy. We share WIPO's view that this initiative will contribute to the fostering of innovation and thus an improvement in the economic welfare of people in these countries."

Under the aegis of the Access to Specialized Patent Information (ASPI) program, participating groups such as Dialog will offer access to a range of patent information tools and services to industrial property offices and local academic and research institutions in least developed countries and some developing countries. Goals are to provide access to a range of specialized patent information databases and other content resources via industrial property offices as well as academic and research institutions. Fees for access will be adjusted to reflect the state of national economies in the developing and least developed world. In many cases, access may be provided at no charge. A key principle of the program will be to promote respect for the domestically and internationally recognized rights of intellectual property right owners.

The program will run through 2015, in alignment with the United Nations Millennium Development Goals. Additional database providers and organizations interested in providing patent and non-patent scientific and technical information or related information, providing training to end users in eligible countries are welcome to join the program.
